Lasselle Sports Park took 25 years to develop. During that time, three major developers went bankrupt under the development agreement. The park was eventually built by a surety company with extensive project management assistance from the city at no cost to the city or its residents. The proposed convention provides for a 10-hectare parking lot with no adjacent parking. The city purchased 3 hectares of land in addition to the agreement with the local flood control agency. This area became a necessary parking lot and was developed by a bond company. There are more than 200 parking spaces in the parking lot. There were both natural and man-made soil problems in the area, which had to be taken into account in the park’s building regulations. Soil pH and salts were high and many available natural minerals, including nitrogen, were low. Natural and chelated soil amendments and AKSO diatomaceous earth were added to improve the soil structure. Thousands of tons of excess soil were removed and used as fill material at a local construction site.
The design of the park had to include extensive underground facilities. The recycling water pipe serving the city had to be moved to a new location. The California Aqueduct pipe needed a protective structure built to protect a 10-inch diameter section of the line. A new storm water connection to the Perris Valley Storm Drain had to be arranged, and the main line of the future electricity supplier had to be installed between the city’s storm water drain and the water main.
